Massimo Ragnedda (Tiscali) Ad una prima e superficiale lettura, l’avanzata dell’ISIS in Iraq potrebbe essere letto come l’ultimo segnale, forse il più preoccupante, del completo fallimento della politica statunitense in Medio Oriente. Una politica che ha portato ad abbattere tre regimi laici (Iraq, Libia e parzialmente la Siria) conegnando questi paesi ai fondamentalisti islamici. La situazione, non sarà di certo sfuggita ai lettori, è alquanto paradossale: in Siria gli Stati Uniti finanziano e armano l’ISIS (che controlla il nord est del paese con Raqqa come “capitale” di questo stato islamico sunnita, dove è vietata la musica e la vendita di sigarette) per combattere contro Assad (e dunque contro l’Iran sciita), mentre ufficialmente in Iraq cercano il dialogo con l’Iran per combattere l’ISIS. L’Islamic State in Iraq and the Levant (ISIL o ISIS), nasce nel 2004 in Iraq per combattere l’occupazione americana ed è composto da fondamentalisti islamici, di ispirazione wahabita (Arabia Saudita) che si pongono come obiettivo l’instaurazione della Sharia (legge islamica) in Iraq e Siria. Questo gruppo è nato dopo la “liberazione” dell’Iraq da parte degli Stati Uniti e si sono notevolmente rinforzati grazie agli aiuti militari che ricevono in Siria da parte dell’Arabia Saudita, della Turchia e Qatar da una parte, e dagli Stati Uniti, dall’Inghilterra e dalla Francia dall’altra. Ora stanno conquistando l’Iraq e marciano verso Bagdad. La popolazione irachena è terrorizzata e, solo a Mosul, ben 500mila cittadini sono dovuti scappare. Non è proprio la liberazione dell’Iraq che i media ci hanno raccontato in questi anni: con l’ISIS l’Iraq fa un passo indietro di mille anni. La ferocia dell’ISIS è nota a tutti: solo nelle ultime ore hanno giustiziato almeno 1700 persone, considerate infedeli.
Se osserviamo lo scenario mediorientale da questo punto di vista, diciamo che è chiaro il fallimentento della politica estera statunitense che ha regalato tre grandi stati, un tempo laici, ai fondamentalisti islamici che ora puntano a conquistare nuovi territori (Giordania e Libano in primis) e ad imporre una legge tribale e medioevale. Ecco, se osserviamo la situazione da questa prospettiva e se consideriamo l’obiettivo primario degli Stati Uniti l’esportazione della democrazia, è chiaro che siamo di fronte al fallimento statunitense in Medio Oriente. Ma l’esportazione della democrazia è solo un banale pretesto che i grandi stati usano nella loro battaglia retorica. Per intenderci anche Mussolini e Hitler usarono questo pretesto per invadere l’Etiopia e la Cecoslovacchia.
Cosa ben diversa se ragioniamo ponendo al centro della discussione un altro obiettivo statunitense: ridisegnare il Medio Oriente che a sua volta fu artificialmente disegnato dall’Inghilterra e dalla Francia all’inizio del XX secolo (a partire dai cosiddetti patti Sykes-Picot del 1916). L’obiettivo, mai nascosto più di tanto, è quello di dividere l’Iraq in 3 stati: quello sciita, quello sunnita e quello curdo. Se leggiamo gli avvenimenti di questi giorni sotto questa lente allora la valutazione cambia. Allora il piano statunitense è, perlomeno nel breve termine, un successo.
I curdi iracheni, capaci di fronteggiare i terroristi dell’ISIS, sono riusciti in questi anni a creare, nel nord dell’Iraq, un piccolo stato moderatamente sicuro e ricco grazie ai proventi del petrolio e agli accordi firmati con Exxon, BP, Shell. Ora, grazie all’offensiva di questi giorni, si sono ulteriormente allargati e, molto probabilmente, questi resteranno i confini “iracheni” del loro futuro stato. Da capire, invece, cosa ne sarà dell’intero Kurdistan (un popolazione di circa 35 milioni di abitanti in un territorio di 550 mila chilometri quadrati) diviso tra 4 stati: Iraq, come si è visto, Turchia (si calcolano circa 20/25 milioni di curdi), Siria (600/700 mila) e Iran (quasi 7 milioni). Ma questo è un altro discorso. Ritorniamo all’Iraq.
Un secondo stato sarebbe controllato dai sunniti che pur essendo una minoranza hanno, durante il regime di Saddam, controllato l’Iraq. Questo stato è fortemente sponsorizzato dall’Arabia Saudita che è molto più che complice dell’avanzata dell’ISIS in Iraq. È impensabile che un simile successo militare sia avvenuto senza li coinvolgimento dell’Arabia Saudita e di alcuni ex generali baathisti di Saddam Hussein (tra i quali Gen. Abboud Qanbar; Gen. Ali Ghaidan e Gen. Mahdi al-Ghazzawi) che mai hanno sopportato il governo sciita, filo-iraniano, di Nouri al-Maliki.
E infine uno stato sciita, vicino all’Iran e alla Siria di Assad. Gli obiettivi di questa suddivisione in chiave etnica religiosa sono molteplici e vanno dal “divide et impera” di romana memoria, al contrastare l’avanzata dell’Iran in Medio Oriente, sino alla possibilità di poter meglio controllare le risorse del sottosuolo.
Resta, ahimé, il fatto che l’avanzata dell’ISIS in Iraq, quella che un tempo fu la culla della civiltà, allontana e di molto la pace in Medio Oriente e prepara la strada per una pericolosa escalation di guerre.
